標題[求譯] 兩個不是很懂的句子

這是出自toeic 600字裡面的兩句話
In small offices, it is often the excutive assistant who must manage all of
the printed material that the firm produces.
在較小的辦公室中，執行助理必須負責所有公司生產的影印材料?
In order to be valid, the contents of petition need to be printed at the top
of each page that will contain signatures.
這句我不太明白是
要將請益書的內容印在每頁的上方是句子要強調的事
還是簽名需要印在每頁的上方才是In order to be valid的...
我覺得簽名印在每頁的上方應該比較合理
但是看不太懂句子的結構...
In order to be valid, the contents of petition need to contain signatures at
the top of each page.(如果改成這樣跟那句所表達的有所不同嗎)
還是說其實內容跟簽名都是需要被印在上方才是這句話想要表達的...?
(另外最近在讀英文雜誌還是會碰到斷句的瓶頸,難道老外都不會有這種問題嗎...
