以下有兩句疑問句想請大家幫忙解惑，

看起來蠻簡單的，可是困擾我一整天了


第一句：
why did he is the most significant fiction writer of the antebellum period?

第二句：
why was he the most significant fiction writer of the antebellum period?






個人認為應該是第二句對，但又對"he the most..." 這裡覺得怪怪的，感覺好像要加個
什麼動詞（？）

麻煩英文版的高手幫忙一下^_^
疑問句這方面對我來說比較困難....
