[請益] 新聞句子中的over的意思?

這篇是前一陣子報導巴黎氣候峰會的文章,
請教下列新聞報導的句子中的 over 是什麼意思?

Scientific studies show that much bigger reductions
would be needed to limit man-made warming of the Earth
to two degrees Celsius over preindustrial times.

請問這邊的 over 是跟著前面的 two degrees Celsius ==> 減超過攝氏兩度
還是 over 跟著後面的 preindustrial times? ==> 超過工業革命前(的溫度)

越看越不確定自己有沒有誤解意思,
還請各位指教, 謝謝!!
