標題[文法] 這是分詞構句嗎?

看到托福一篇文章寫道
First, the critics complain that consumers should know whether
a person praising a product is being paid to praise the product.
對於黃色部分有個問題
product is being paid to praise
這段好怪
is paid應該是被動 為何中間還要加一個being?
還是說原句是寫成
person praising a product is paid being to praise the product.的分詞構句?
