[文法] 想請教certainly not + n.

不好意思想請教大家一下，

我在讀2/25的60 seconds science時，

聽到如下的句子：

But really nobody—and certainly not the United States—has laid out the plan
to get there.

想請問這邊 and certainly not the United States的意思，

是指United States也沒有計畫去達標，

還是指除了United States之外其他國家都沒有計畫呢？
