[單字] educate的介係詞?

最近買了全民英檢主辦單位出的的進階學術英文寫作

其中有提供範文和官方給的修正

其中有一段是這樣修的:



誤: ...have been  working on educating  their faculty and students

     on  such an educational program.

修: ...have been  educating  their faculty and students

    with  such an educational program.

解析是說這樣介系詞比較精準 不過我查牛津的高階字典只有in和on的用法

而他後面又有一句用on:

In Taiwan, there is still much room for improvement when it comes to

 educating people  on  the importance of gender equity.

請問究竟with是否為正確用法?

如果是的話請問該如何分辨該用哪個介系詞呢?

推 eukoala: 我覺得with的意思是「使用」，不是跟著educate的連接詞

→ eukoala: 我「用」鋒利的刀子切洋蔥
→ eukoala: 原句的意思應該是：「用」這樣的教育計劃，教育學生
→ eukoala: 而不是：「在(教育計畫)這方面的議題上」，教育學生
