標題[文法] be negotiated 的意思？

大家好，請問一下
書上看到這句話：
burros can be negotiated through the canyon.

我自己的理解是「驢子可以用來通過峽谷」。
但這句話如果改成主動，按照句意的應該是：
burros can negotiate the canyon.
或者 sb can negotiate the canyon by burros.
我不懂改成被動後，怎麼會寫出書上那一句的？
若是純粹按書上的例句改成主動，則是：
sb can negotiate burros through the canyon.
這樣意思不通。
或sb can negotiate through the canyon by burros.
但negotiate當「通過」的意思時，應該是及物動詞，不能加through才對？
目前想到合理的解釋是：
sb can negotiate (his/her way) through the canyon by burros.
