health approaches to AIDS posed the question of how control was exerted in
different polities—formally or informally. That, in turn, broached the
assumptions that any society could make without comment or discussion.
The intuitive rule of thumb would seem to be that the more homogeneous a
polity—ethnically, religiously, socially—the more it can rely on unspoken,

我的譯文（含上下文）：關於愛滋病防治，傳統派與治理性這兩種公共衛生手段之間的
選擇引發一個問題：不同政體施加何種管控──正式或非正式？而這個問題又帶出另一個
假設：任何社會不需意見或討論皆能成立（？）。直覺的經驗法則似乎是，族裔、宗教、
社會越同質的政體，越能倚賴不需明言的非正式行為準則；而分裂、異質的社會必須倚靠
法律與官方定義出正式的行為標準。
