句子前段沒問題，那麼我們直接分拆後段句子

even that low official figure was high

先由最後面的 關係子句 (that ... them) 來了解背景：
(這個州，擁有相當多的工作機會；工作所需要的人數，甚至比當地勞工還多10個千)

接下來看看主要敘述的部分：

即使是這麼低的官方數字 也仍然算是高的

加入線索：
即使是3%這麼低的失業率，在工作機會過剩的當地，仍然算高

理解後：

在此，misleadingly是在形容「低失業率 仍必須當成高失業率來看待」的這件事
