[文法] 用法指南中的「in/with reference to」

大家好，請教一下。

在Longman Dictionary of Common Errors中，看到這樣的說明：

reference

  ×: In reference to your letter of 6th September, I am pleased to confirm
that the books have now arrived.
  √: With reference to your letter of 6th September, I am pleased to confirm
that the books have now arrived.
     ‧ ‧ ‧
with reference to sth (NOT in ): 'With reference to your recent article in
"Amateur Gardening", there are one or two questions that I would like to ask.'

然而，在牛津及朗文詞典卻都有看到"in/with reference to"的寫法。

因此不知該如何解讀？
難道是原本只有"with reference to"，後來才加上"in"的用法？
