Half of all children in developing countries attend primary school without
electricity.
想請問這個意思是以下哪種？
1) 發展中國家有半數兒童參加的小學缺乏電力。
2) 發展中國家有半數兒童沒有電上學。
另外，
想請教
without electricity是用來修飾前面的school
還是修飾兒童上學的狀態呢？
