[請益] 這句子應該如何解釋

前幾天看到一篇英文文章,但句法有點複雜
我有點不懂它的意思
文句如下(有兩句):

1. It's amazing how many people don't negotiate their salary at the interview
stage, and who also fail to ask for a raise during their working life.

為何後面要用who, 如果不用who可以嗎,在後面句子用who要如何解釋,不知道and
後面省略了什麼,是如何可以怎樣使用

2. The fact is that people who are always prepared to negotiate get higher
salaries, but the majority of people don't, to the detriment of their
 pay check.

不知道大家如何解釋這兩個句子,以及分析其句法
