[文法] 天氣報告中的逗號的意思？

大家好，請問一下：

While wet weather continues in the north, northeast on Monday, temperatures
are expected to rise significantly Tuesday, according to the Central Weather
Bureau.

上述內容中，While wet weather continues in the north, northeast on Monday...
其中的逗號是否代表"and"的意思？

如果是，那可以寫成"in the north and northeast on Monday"嗎？

如果不是，這個逗號該如何理解呢？

我又查了一下，看到這篇新聞

標題是in the north, northeast，但內文中卻是in the north and northeast。

由此可見chinapost那篇氣象確實是標點用錯，或許說它把標題那種簡略的文法風格用在
內文裡頭了。

另外，這篇文章裡的Outwear應該用Outerwear比較好吧？
