[求譯] put sth. into effect

Last year Taiwan acceded to the WTO on the basis of a mechanism called

the Minimun Market Access quota to regulate rice imports,

but was months late in putting it into the effect.


想請教的是最後一行，指的是 實行延宕了數月 還是 實行數月後才有成效?

感覺是前者 但上課老師解說是後者，總覺得怪怪的

英文不好 想請大家幫忙看看這句的真正意思!
