[文法] 關係子句的動詞時態

原句：

The man is a renowned environmental activist dedicated to solving the problems
 of climate change.

這句還原是否如下?

The man is a renowned environmental activist [ who dedicates ] to solving the
problems of climate change.

我的疑問是，原句中，主要子句的動詞(is)用現在式，何以關係子句的動詞在省略who之
後，不用現在分詞(dedicating)，而是用過去分詞,(dedicated)呢?

以上疑惑求指導，謝謝。
