[文法] when有時加逗點，有時不用?

Hi，我想請問一下，有時候看到When開頭的句子，後面的另一個句子開頭都不會加逗點，
但是有時候又有加逗點，請問有甚麼規則可循嗎?

這是不用加逗點的例句

例: When the decision was read out Mrs Gardner thanked the judges.

這是要加逗點的例句

例: When the right woman comes along, this bad dream will be over.
