各位好，請教一下

在Collins COBUILD English Usage看到這樣的例句：

Is that the wind making all that noise?


想請教，making all that noise是當分詞修飾wind，還是動名詞（wind省略's）呢？

換句話說，以肯定句來看，是下列哪個呢？

a. That is the wind that is making all that noise.
b. That is the wind's making all that noise.

看到這回應我又不懂了，照Roman55的講法，making all that noise變成修飾the thing
（我想這裡的the thing是指that）。這就怪了，為何making all that noise會跑去修飾
that，而不是wind？

Is this sentence grammatically wrong? Why? Could you please tell me?

我感覺這真的蠻難判斷的。為何不能兩種都可以呢？

「是不是風在發出那麼大的噪音？」

看起來就是動名詞的翻譯。如果是分詞的翻譯，應該是

「發出那麼大噪音的，是風嗎？」

不過也有一種可能：翻譯者認為那是分詞，但覺得「發出那麼大噪音的，是風嗎？」
不太流暢，因此調動了一下字句，改為「是不是風在發出那麼大的噪音？」
（認為這樣才是通順的中文）。
