目前在看一本外交政策的書，裡面有段話如下:
The US is not leading the world these days, but it is enabling much of it —
that is, we are providing the money and other resources in a variety of ways
for others to pursue their own objectives — sometimes against our national
interests.
裡面代名詞it和others 指的是國家還是人呢？
我初步理解是視為國家，不知道以下理解是否有誤呢？
美國最近雖然不是領先世界的國家，但也領導了大部分國家－－也就是說，
美國在許多方面提供了資金與其他資源，讓其他國家追求自己的目標－－
有時候卻違背了自己的國家利益。
