For as long as this pilot program remains in effect,
submission of a pre-appeal review request may extend the period for filing an
appeal brief until a decision is made on the request or the request is
otherwise dismissed.


請問上面這段是否可翻為下面這樣，有關otherwise這邊要怎麼翻好呢?感謝


只要在這個試驗計畫有效期間，提交訴願先行審議程序請求
得延長提交訴願理由書的期限直到針對該請求作出決定，除非這項請求被撤回。
