有個問題想請教大家，今天在書上看到一句話，不知道怎麼拆解比較正確
句子是：
The accountant needs realistic numbers on which to base his plan.
這句話應該是可以拆成
The accountant needs realistic numbers
To base his plan on the numbers

有幾個問題：
1. 關係代名詞可以用不定詞片語嗎？通常關代是由兩個完整的句子組成，
   用片語好像怪怪的。

2. 還是我拆解這句話的方式錯了？我有想到另一個拆法：
The accoutant needs realistic numbers.
The accoutant needs to base his plan on the numbers.
但使用這樣的方式，句子應該可以變成
The accountant needs to base his plan on the realistic numbers.
這樣跟原句有相同的意思嗎？
