問題：最後一句的mull在這裡應做何解釋？

我自己覺得應該是用MW字典第二字義去解釋 ：to consider at length 仔細思考
> 白宮正仔細考慮更廣泛對新興科技施加禁令 ？？
但字典說 mull sth over 是 phrasal verb 常與 over連用
比較困惑的地方是,經濟學人文章原文單用mull就可以有 “ 仔細思考 ” 的意思嗎？
