[文法] 有關分詞構句的省略

This is the document which was written by me.
可簡化成==> This is the document written by me.

This is the man who wrote the document.
可簡化成==> This is the man writing the document.


但我看過一種句型 不是Ving和P.P.的分詞簡化 是放「形容詞」時的簡化

This is the document eligible for the application.

原句應該是==> This is the document (which is) eligible for the application.

eligible是形容詞 不是分詞 此時which is可以省略嗎?

這很常見沒錯 但我好奇這文法算是不成文的用法嗎 因為就分詞構句來說應該要是Ving和
P.P.才省略前面which is
這種連形容詞也省略which is的用法可以寫在正式考試裡嗎？（雖然我看國外很多正式的
官網也常這樣用啦）
