[請益] narrowly rejected

Nonetheless, says Tench of the EIA, Namibia’s rhinos are at risk from
poaching, which has intensified since 2014. The proposal was narrowly
rejected in a 39-82 vote.

這個提案是「將southern white rhinos 從Appendix I 移至Appendix II」
請問為什麼39-82 的投票數是narrowly rejected?
查了這個會議的議事規則(https://tinyurl.com/y2oqma98)
裡面有寫到2/3 是通過的標準
但以我的理解 此提案要通過
應該是需要得到同意票的2/3, 所以反對票略高於2/3 , 反而是被大力地反對了
所以無法理解這邊使用narrowly rejected 的原因


請教大家的意見了

補充議事規則：
Rule 28 Majority
1. Except where otherwise provided for under the provisions of the
Convention, these Rules or
the Terms of Reference for the Administration of the Trust Fund, all votes on
procedural matters
relating to the conduct of the business of the meeting shall be decided by a
simple majority of
the Representatives present and voting, while all other decisions shall be taken by a two-thirds
majority of Representatives present and voting.

推 cuylerLin: narrowly此處是指"驚險地"被反對了，總票數121，2/3需
→ cuylerLin: 81票，但反對票只有82票，相當驚險
→ agricultural: 照規則來說 即使是同意50比反對70  同意票也不到2/3
→ agricultural:  這提案還是不會過不是嗎
推 cuylerLin: 這跟narrowly意思上邏輯沒有矛盾阿，而且投票是反對議
→ cuylerLin: 題，如果是50:70不會出現rejected這個字眼
→ cuylerLin: 對我來說這裡就只是要表達驚險被反對而已，被大力地反
→ cuylerLin: 對應該是10:110之類的比數
→ agricultural: 這樣講我比較能同意 rejected 只是一個總票數分佈的
→ agricultural: 展現 而不是對此提案通過與否的描述？
→ agricultural: 50:70 跟35:85的票數 以結果來說都是一樣的
