[考題] 台中捷運一題文法題

各位英文高手好，
12/1的台中捷運下午場有一題英文考題，我覺得很奇怪，所以上來請教板友的意見。
原題目如下：

42.Not __________ anywhere in the thirteen colonies before the American
Revolution.
(A)a single bank   (B)a bank existed single   (C)existed a single bank
(D)a single bank existed

答案公佈是：D。
但他的句子沒有助動詞或是do、does、did，所以請教各位這樣是正常的嗎？
還是說可以改成，Not a single bank existing is there anywhere in the thirteen colonies
before the American
Revolution.
