[請益] 為什麼這句話有兩個動詞？

最近看到一句話

「Both automobiles and bicycles offer a convenient means of public conveyance,
 with one of the marked differences between the two centered on pollution caus
ed by the former.」

句中動詞應該是offer；
然而後面with開始又接了一個centered ，這樣句子不就有兩個動詞了？

（最後一個動詞Caused 應該為形容詞子句簡化而來）
