[請益] 文章中的[]是什麼作用？

我在雜誌上看到這一段話

The Solitek statement went on to point out the majority of the company's
modules are exported to European companies “as Europe [is] increasingly
focused on the quality of the solar module components, the origin of the
components, and production quality, while being uninclined [sic] to purchase
modules from Asian manufacturers.”

請問其中[is]跟[sic]代表著什麼意思呢？

是可省略的意思嗎？

我有嘗試過在Google translate中把這兩個拿掉，翻譯的內容就不太一樣了。

如果真的是可以省略，那一般在寫文章的時候真的會這樣多此一舉嗎？

還是說他有另外的含意？
