[請益] 這個句子應該怎麼剖析架構？

各位版上的高手下午好。

我在書上看到這樣的一個句子。

The fact _____ the forests of North America are shrinking almost

as fast as are those of the Amazon Basin is largely ignored by

the American people.

空格的答案是 that

書上的解釋是說The fact ....is largely ignored by the American people

是主要子句，由that帶領的是同位語。

我的問題是，當我第一眼看到這個句子的時候我發現有3個be動詞

are, are, is.

我不知道怎麼斷這個句子做結構分析。

回到我不知道答案之前我選擇的是is that. 感覺就是比較順。

現在我縱使知道答案了，下次再遇到類似的句子，我還是不知道從何分析起。

可否請高手指導？感恩。
