是法律系...... 你問的是美國高教份子才相對能精準回答的問題
如同台灣一些法條上的用詞微妙差異
純粹語言 沒有相關背景 很難精準回答
中文法條亦然
我說說我的理解 但肯定有很多出入^^|||

direct 比較像是 上面很清楚要幹嘛了 指引道路
seek 找尋 如同中文意思 有種積極面 找尋溝通機會
  也比較開放式 而不是強硬執行
疑問二的部分 如此修改 感覺不單只是國務卿
而是美國政府國都有責任
法律上的對台六項保證 也應該積極找尋 (隱藏意涵是 這個行動是六項保證底下的)

語氣上不是那麼強硬
"應該被當作"非北約的同盟對待
shall 有"[將來]應該"的意思

看起來感覺像是 美國曾經對待台灣很好 但是是過去式
有陣子放棄了台灣
而現在想拾起過去對待台灣的態度

我不是很熟美國政治 感覺玩了很多文字遊戲
我的理解是
沒說台灣是盟國 可是要把台灣當作如同盟國對待
如同什麼樣的盟國呢
就是斷交之前的狀態 (那時我們是主要非北約盟國)

換句話說
他跟我們幾十年前離婚了
現在呢 沒打算複合 但是態度照顧上
會像是過往夫妻關係一樣

很有意思的一篇 有高手見解可能會不同 然後更細膩

→ PTTHappy: 整個句子?亦即"as though"是整組不可分離的 而非其實可
→ PTTHappy: 把as斷開though(若視though it were designated為一組)?
→ PTTHappy: 因為我閱讀的呼吸上 原本是將"as though"當絕不可分開的
→ PTTHappy: 片語硬記 將與後接的it were..a non-NATO ally整組理解~
我的理解是如此沒錯 我其實從沒聽過as though
全部人都是說 as if
推測 很可能是書面體
不過 我的理解是不是絕對正確 我不敢保證就是
