標題[文法] what 的用法

大家好，今天在 New York Times看到一句話：
Thousands of supporters of Brazil’s former president, Jair Bolsonaro, broke
into government buildings yesterday to protest what they falsely claim was a
stolen election.
請問此句後方的 "what they falsely claim was a stolen election"
為什麼不是寫成： "what they falsely claim to be/as a stolen election"
或是直接把 was 刪除， 變成 “what they falsely claim a stolen election"
這樣原句裡 what 作為插入句，裡頭不就有兩個動詞 claim 和 was
我會這樣理解，是因為類似的句子像是：
"If she wants to learn to do what she calls 'useful things'...
這裡的 what she calls 後面也沒加 are。
不知道該怎麼理解 "what they falsely claim was" 這樣的文法(看起來有2個動詞)?

謝謝，但有點困惑的是，為什麼 "if she wants to learn to do what she calls useful
things, I think it is best..."
此處calls後面為什麼不用加are?
