I think that to build a park with the civil meaning is easiler than
to build a house with art design.
Why do they like to build a park instead of to refurbish a house or an
apartment?
It's because to build a new one is much easier than to refurbish a building.
That's to say, if we try to retrofit the apartment which is old and out of
fashion, that will cost a lot of labor, time, energy and material.
I think that it is costy if we retrofit the housing.
People will make more money when we build an artful park.
