FileOpen($sPath&"Test.csv", 128+2)
除指定編碼外，還再加入+2強制寫入，檔案才會正常
否則會出現FileOpen產生的csv檔，以Notepad開啟中文正常，
而使用Excel開啟中文是亂碼的情形。
