是的，雖然有了UEFA Nations League, UEFA EURO 2020全歐歐錦賽還是照樣有會外賽XD
UEFA EURO 2020會外賽將分成10組，其中5組每組6隊，另外5組每組5隊，
55個UEFA成員國家隊將依Nations League最終排名（！）分成7個檔次：
UEFA Nations League Pot:
League A四個小組的冠軍（特別分出這個檔次的原因後述）
Pot 1: Nations League第五名至第十名
Pot 2: Nations League第11名至第20名
Pot 3: Nations League第21名至第30名
Pot 4: Nations League第31名至第40名
Pot 5: Nations League第41名至第50名
Pot 6: Nations League第51名至第55名
抽籤時先將UNL Pot的4隊依抽出順序排列在Group A至Group D,
以確保他們明年年中（6/5~6/9）可以空出時間參加國家聯賽決賽圈。
（UEFA Nations League Finals, 將在葡萄牙Porto與Guimaraes舉行）
然後Pot 1的6隊再依抽出順序排列在Group E至Group J各組，
Pot 2至Pot 5依此類推，Pot 6的5隊則依抽出順序排列在Group F至Group J各組。
為了顧及UEFA EURO 2020的12個主辦城市所屬國家
（還記得嗎？雲端歐錦賽，各階段有不同的主辦城市XD）
都能有機會爭取晉級歐錦賽國內賽，以下12個國家
在抽籤時將適用最多兩國在同一組內的規定：
Azerbaijan（Baku）
Denmark（Kobenhavn）
England（London）
Germany（Muenchen）
Hungary（Budapest）
Italy（Roma）
Netherlands（Amsterdam）
Republic of Ireland（Dublin）
Romania（Bucuresti）
Russia（St Petersburg）
Scotland（Glasgow）
Spain（Bilbao）
另外以下的對戰組合將迴避：
Armenia/Azerbaijan
Gibraltar/Spain
Bosnia and Herzegovina/Kosovo
Kosovo/Serbia
Russia/Ukraine
如果抽籤時發現有可能出現以上對戰組合，抽出當下將立刻安排至其他組別。
