這個修飾的是前面的experts，it指白宮
完整意思是「由白宮所指派的專家們所組成的
聯邦諮詢委員會」

所以文法是沒問題的，
it assigned其實是that the white house assigned（先行詞作為受詞時關代可省略）
（白宮被代名詞it代替）
整句話的意思個人覺得是是：
白宮在1994年任命Dr Ruth R. Faden為由白宮所指派的專家所組成的聯邦諮詢委員會
主席，目的是調查五六零年代間政府的輻射實驗過程、與其倫理正當性。
