結構性政策：旨在從結構層面減少就業和住房不安全感以及競爭壓力的政策。
Structural policies: Policies to reduce employment and housing insecurity and
competitive pressure at a structural level

43. 為緩解競爭壓力，必須降低“首都圈人口集中度”，並引導社會走向“機會多元化”
    。首都圈人口高度集中加劇了競爭壓力，並透過推高人口密度推高房價。緩解人口集
    中的方法之一是在首爾大都會區以外發展樞紐城市，以防止人力資源從當地社區外流
    （Jung et al., 2023）。此外，韓國社會必須走向「機會多元化」#註解 141，
    以緩解競爭壓力。
43. To ease competitive pressure, the level of “population concentration in
the capital area” must be brought down and society must be steered towards
“opportunity pluralism.” The elevated level of population concentration in
the capital area exacerbates competitive pressure and exerts upward pressure
on housing prices by driving up population density. One of the ways to
alleviate population concentration is developing hub cities outside the
greater Seoul area to help prevent the flight of human resources from local
communities (Jung et al., 2023). Moreover, the South Korean society must be
steered towards “opportunity pluralism”141 to relieve competitive pressure.
