9. LNG 進口創高、台灣成為少數仍擴量的大買家
2019–2024 年進口量增 35%；2025 年前三季達 1,800 萬噸、6–8 月三個月合計 660
萬噸均刷新紀錄

10. 展望與風險：夏高冬穩、依賴難解——台灣被視為能源轉型的「逆勢者／holdout」
夏季冷氣負載推升需求、冬季電網仍高度仰賴燃氣；即使風電擴建，未來數年化石依賴仍
難大幅下滑。相較他國的加速轉型，台灣在國際觀感上更像是「對能源轉型抱持保留、步
調不一致的少數」。
"Taiwan looks set to remain a regular large LNG buyer for the foreseeable
future… makes Taiwan stand out among peers as a holdout against the energy
transition.”
