[問題] I-130 遞交後的稅務身份

不好意思代朋友一問：

去年 2014 年間在美國境內遞交 I-130 (F2A 類別)，
F2A 排期還有一年多，2014年為 F1 第四年，OPT第一年。

在這樣的情況下，友人的2014年度報稅身份該是 non resident 還是 resident?

另外，學校提供的報稅軟體，一開始的身份測試其中一個問題為:

" During 2014, did you apply for, or take any affirmative steps to apply
  for, lawful permanent resident status in the United States or have an
  application pending to adjust your status to that of a lawful permanent
  resident of the United States?"

在 I-130 尚在排期間，這個問題應該如何回答？
