我想請問關於J1 waiver的問題
因為我在國外這段時間有拿台灣獎學金也有拿美國的獎學金
在官方網頁的問與答裡有這一段，說是有拿美國政府補助大概都不會過。
這讓我覺得很不解。212難道保障的不是外國（台灣）政府的權益嗎？
為什麼美國政府有付錢會讓J1-waiver 被拒絕呢？

Why would a recommendation application be denied by the Waiver Review
Division?
Recommendation applications are denied when the reasons given for requesting
the waiver do not outweigh the program and foreign policy considerations of
the exchange visitor program. For this reason, waiver recommendation
applications from exchange visitors who received U.S. government funding are
generally denied.
另一方面，因為拿了教育部的獎學金。但是我在簽署合約時，
合約上的規定只有必須要回國畢業。並沒有要留在台灣服務這一部份。
（因為我不是公費生而是交換生）
我上教育部的網站找了半天不知道要如何申請 No Objection Statement 。
請問申請過的前輩都是如何跟教育部申請的呢？
