[問題]Visa Bulletin September 2019 EB2/EB3

各位版友好，國務院已經在今天公佈9月的Visa Bulletin，針對Worldwide EB2/EB3的

Final Action Dates(表A)和Dates for Filing(表B)列表如下：

國務院並有一段說明，我節錄如下：

"E.  SEVERAL EMPLOYMENT-BASED PREFERENCE CATEGORIES HAVE RETROGRESSED OR
BECOME “UNAVAILABLE” FOR THE REMAINDER OF FISCAL YEAR 2019

Worldwide Employment Fourth (E4):  Since June, USCIS demand for E4 numbers,
primarily for Juvenile Court Dependent adjustment of status applicants, has
increased dramatically. This has resulted in the E4 annual limit having been
reached.  Therefore, it has been necessary to make the entire E4 category “
Unavailable” for September, and implement this effective immediately.

It is likely that corrective action will also be required for other
preferences prior to the end of the fiscal year.

Numbers will once again be available for applicants in the above mentioned
preferences beginning October 1, 2019 under the FY-2020 annual numerical
limitations.  Every effort will be made to return these final action dates to
(at least) the dates which had originally been announced for August."

小弟這邊想要請問熟悉移民局操作的版友們解讀最後一段這句"Every effort will be

made to return these final action dats to (at least) the dates which had orig-

inally been announced for August." ，請問是否意指在進入10月新財年開始，World-

wide的EB2/EB3就會回到至少跟Visa Bulletin 8月的Final Action Dates狀態呢?

因為版友們還有網路上的看法都是進入新財年應該就會開始有名額是CURRENT，如果和8月

一樣的話，那看起來是有排期的。所以不知道

1.Dates for Filing在9月還是CURRENT，不知道是否為一個跡象，10月連Final Action

  Dates也會回到CURRENT。

2.EB-2 Worldwide在9月的排期普遍倒退之下，按bulletin說明竟然需求比預期少，還比其

  8月排期前進12個月，反觀EB-3 Worldwide在9月的排期只能較8月持平在Jul/1/2016，

  是否代表Worldwide的EB-3申請人數比EB-2強，很有可能在10月新財年無法回到CURRENT?


小弟目前是EB-3 I-485 pending 4個月，有一點擔心EB-3又會回到3、4年前還有排期的

狀況，還請各位熟悉的版友們不吝分享看法指正，謝謝大家!
