法官在9/30下令，保留9095個名額給DV2020的申請者在未來使用

這個數字是經過仔細的計算，評估國務院在該年度疫情之下，能夠正常依法處理的DV2020
數量。由於疫情造成領事館關閉一大段時間，該年度能發出的DV簽證數量大概是正常年度
名額的一半左右。

簡單來說，因為疫情，政府發簽證的能力會下降(例如公民配偶的類別也有明顯下降),這個
少掉的名額是不能改變的，是疫情的不可抗力因素。但是，國務院不正確的解讀美國法律,
明明有能力卻故意完全不發DV2020簽證這個違法的部份，是必須被糾正、還給申請者的(政
府不可以違法，法律是人民制定的，政府必須遵守民意、執行法律)，所以保留9095個名額
給還沒拿到DV簽證的人。

: 國務院原本自動的把兩件事換上等號，造成領事館停發簽證、海外的DV2020全部完蛋。
: 現在，法官判決，兩件事是獨立的。國務院、領事館還是必須忠實的依照法律，
