1.Luxury-tax thresholds could rise in something close to this progression
over new five-year CBA: $195M, $197M, $206M, $209M, $210M.

2.teams will no longer forfeit first-round pick to sign free agents under new
CBA.

Under new draft-pick compensation system, a team *not* over the luxury tax
threshold gives up a third-round pick to sign QO FA.

Organizations that are over the luxury tax line will punt a second and a
fifth-round choice

Change to FA compensation structure goes into effect for 2017-2018 offseason;
prior rules apply to existing class.

3.Pardon the wonkiness: Sources say "Performance Factor" in revenue sharing
is gone, which means big-market teams could be paying a lot less.
