正在看國防授權法2023裡台灣的條文有這段：

REMAINING FUNDS.
-Amounts authorized to be appropriated for a fiscal year pursuant to subsection
(h) that are not obligated and expended during such fiscal year shall be added t
o the amount that may be used for Foreign Military Financing to Taiwan in the su
bsequent fiscal year.

這是指每個財政年度沒用完的外國軍事融資（無償援助+貸款）額度
沒用完的話可以加到下一個財政年度的意思嗎？
