Breaking: The NBA's Board of Governors has passed new anti-tanking rules that in
clude expanding the draft lottery from 14 to 16 teams, a relegation zone where t
he bottom 3 teams get penalized with lessened chances for the No. 1 pick, and fl
attened odds, sources tell ESPN.

The NBA makes an unprecedented move in American pro sports league by punishing t
he very worst teams in the draft lottery and creating a new system to incentiviz

nearly 8-to-10 teams jockeying for lottery odds down stretch of this season. Th
e new “3-2-1” lottery starts next Draft and lasts through at least 2029.

The "3-2-1 lottery" is named to represent the number of lottery balls per team.
Teams with a bottom-three record -- the relegation area -- have only two lottery
balls. Teams that do not qualify for the playoffs or play-in tournament in spot
s four through 10 receive three lottery balls each.
The Nos. 9 and 10 play-in seeds in each conference receive two lottery balls eac
h, and the losers of the 7-8 play-in games receive one lottery ball each. All 16
teams will in the drawing.
No will be able to win the No. 1 in consecutive years or be able to win three co
nsecutive top-five picks.
「3-2-1 樂透」這個名稱代表每支球隊擁有的樂透球數量。戰績排名倒數前三的球隊（即降
級區）僅擁有 **2 個樂透球**。未能進入季後賽或附加賽、戰績排名第 4 至第 10 位的球
隊，每隊可獲得 **3 個樂透球**。
各分區附加賽第 9 和第 10 種子球隊各獲得 **2 個樂透球**，而輸掉 7-8 附加賽的球隊
則各獲得 **1 個樂透球**。總共有 16 支球隊將參與抽籤。
任何球隊都無法連續兩年抽中狀元籤，也無法連續三年獲得前五順位籤。
The NBA's Board of Governors vote passed 29-1 -- with the Memphis Grizzlies as t
he lone vote against the new anti-tanking lottery reform, sources tell ESPN.

Sources said the Grizzlies voted against the new lottery reform solely because o
f the new rule disallowing a team from picking top 5 in 3 consecutive years. As
@BobbyMarks42 says, the Grizzlies have the more favorable 2027 first-rounder of
Cleveland, Minnesota and Utah, and because the Jazz again have a top-5 pick this
year, their first in 2027 cannot be in the top-5 under new rules.
消息人士指出，灰熊之所以投票反對新的樂透改革，純粹是因為新規則禁止球隊連
續三年獲得前五順位籤。正如 @BobbyMarks42 所說，灰熊握有克里夫蘭、明尼蘇達和猶他
三隊中較有利的那個 2027 年首輪籤，而由於爵士今年再次抽中前五順位，因此根據新規則
