一、問答題及翻譯題（每題20分）：
（1）試分別敘述古典自由主義（classic liberalism）、現代自由主義（modern
liberalism）、現代保守主義（modern conservatism）、法西斯主義（facism）對
於政府在經濟事務上所扮演角色的看法。
（2）下表是2016年1月16日第九屆立委選舉全國不分區各政黨的得票數與得票率。我國立
委全國不分區席次共34席，以「嘿爾最大餘數法」（Hare Largest Remainder Method）
來分配各政黨的席次，且有5%的政黨門檻（party threshold），請計算各政黨可分
得的席位數。

（3）They concluded that the domestic market could not absorb all the goods the
capitalist system produced, so it found oversea markets. Capitalism had
transformed itself, expanding overseas into colonies to exploit their raw
materials, cheap labor, and new markets. Capitalism thus won a temporary
new lease on life by turning into imperialism(粗體). With profits from its
colonies, the mother imperialist country could also pay off its working
class a bit to render it reformist rather then revolutionary.
