[資訊] HFSP 與 Marie Curie 動向

謝謝 fieed 大的分享，最近在研究這些獎學金，特別是 HFSP 跟 Marie Curie。
在這裡跟大家分享一下這些獎學金的近況，尤其是 Marie Curie 近年有一些
改動。國籍條件我就不特別列出了，請參考簡章。

(1) 首先是 HFSP：

拿到博士學位之後，申請的期限放寬為「三年」，而非以前的「兩年」。

另外，需要有一篇第一作者的文章已發表或已接受 (可以是共同第一)，但今
年加註了 "full-length"，我想可能除了原本 review, preview, primer 之類的
文章不算之外，小的 correspondence 也不列入 (Nature 常有這類，一個圖
一篇、一頁)。如果是要 "full-length"，這好像不符合。不過這部分是個人臆
測，簡章並沒有明確說明 "full-length" 的意思。

此外雖然說最低條件是一篇，但是申請的時候，最起碼要列出兩篇最重要
的文章。所以如果沒有兩篇以上，可能競爭力不太夠。

HFSP 簡章原文：
1. The degree must have been conferred in the 3 years prior to the
   submission deadline.
2. Applicants must have at least one lead author, full-length research paper.

往年 HFSP 錄取率大約在 9% 左右。據好心超強者表示，找的老闆大不大頭
不是那麼重要。

(2) 再來是 Marie Curie：

他們之前的獎學金叫 Marie Curie International Incoming Fellowships (IIF)
但是似乎今年沒有看到了，現在改稱 Marie Curie Individual Fellowships (IF)

IF 底下主要有 European Fellowships (EF) 跟 Global Fellowships (GF)。
我想以前的 IIF 可能類似 EF，非歐盟國家的人可以到歐盟國家做研究，拿
兩年的錢。

而 GF 是給具有歐盟國籍的人、或在歐盟待連續超過五年的外國人 (Long-
term residence) 申請。主要是讓歐盟國內的人去其他非歐盟國家做研究兩
年，然後再回歐盟一年。2+1 總共給三年。適合已經在歐盟國深耕許久的
資深研究人員申請。

在申請條件上，看不到任何拿到博士學位之後的年限問題。也就是前文所提
到的「兩年」期限已經被取消了，也沒有申請者的年齡限制，取而代之的是
他們反而希望幫助「有經驗的研究人員」。

所謂「有經驗的研究人員」意指
1) 已經拿到博士學位
2) 進入博士學程，已經有四年全職研究經驗，但還沒有拿到學位。

簡章上面的申請條件基本上等於沒有任何條件，雖然看起來快畢業的博士
生也可以申請，但沒有任何限制恐怕各路高手都會一試，博班剛畢業或是
還在讀如果發表沒有超級猛，可能會很難跟他們拼，尤其是一些資深博後。

往年 Marie Curie 錄取率約在 11% 左右。

Marie Curie 簡章原文：

ELIGIBILITY CONDITIONS for researchers in standard EFs:
1. The researcher must be an experienced researcher as described under
    Definitions.
2. The researcher may be of any nationality. No age restrictions apply.
3. The researcher must move or have moved (transnational mobility) from
    any country to the MS or AC where the beneficiary is located.
4. The researcher must comply with the mobility rule as described under
    Definitions.

另外看到有一點蠻有趣的，所列出的發表還需要附上被引用的次數 (自己引用
自己的要扣掉)。這點算是我在其他獎學金沒看過的 (孤陋寡聞、不好意思)。

原文：
Publications in peer-reviewed scientific journals, peer-reviewed conference
proceedings and/or monographs of their respective research fields, indicating
also the number of citations (excluding self-citations) they have attracted.

(3) 最後關於獎學金錢的部分：

獎學金的部分 Marie Curie 真的給很大。

以 IF 在德國為範例：

1. Living allowance = € 4,650 x 24 x DE Country Correction Coefficient (CCC)
                    = € 4,650 x 24 x 98.8%
                    = € 110,260.80
2. Mobility allowance = € 600 x 24 = € 14,400
3. Family allowance = N/A
4. Research, training and networking costs = € 800 x 24 = € 19,200
5. Management and indirect costs = € 650 x 24 = € 15,600

Maximum EU contribution = € 110,260.80 + 14,400 + 19,200 + 15,600
                        = € 159,460.80

兩年間歐盟給了約 580 台幣，扣除一些其他獎金，自身能花用的月薪，
大約有 19 萬台幣一個月。

HFSP 的話，不同國家差滿多的：
美國第一年 46,800 美金 (約 12.6 萬台幣/月)
日本第一年 6,431,520 日圓 (約 20 萬台幣/月)
英國第一年 27,000 英鎊 (約 8 萬台幣/月)

是不曉得為什麼 HFSP 給英國這麼少。可能跟英國政府貢獻給 HFSP
的多寡有關吧？如果去英國，可能申請 EMBO 或 Marie Curie 會比較划算。

最後有一個有趣的觀察，2016 年 HFSP 給在阿根廷做博後，第一年
75,000 比索。2017 年變成，第一年 354,000 比索。差了快五倍，
看起來阿根廷通貨膨脹真的非常嚴重。

以下是 Marie Curie 獎章裡頭對一些用語的定義 (Definitions):

Mobility rule:
For Standard European Fellowships (ST) the researcher must not have
resided or carried out his/her main activity (work, studies, etc.) in the
country of the beneficiary for more than 12 months in the 3 years
immediately before the call deadline, unless as part of a procedure
for obtaining refugee status under the Geneva Convention.

Long-term residence:
It means a period of full-time research activity in the EU Member States
or Horizon 2020 Associated Countries of at least 5 consecutive years.

Experienced Researcher (ER):
ER must, at the date of the call deadline, be in possession of a
doctoral degree or have at least four years of full-time equivalent
research experience. Any parental leave periods do not count towards
the time of research experience.

Full-Time Equivalent Research Experience:
It is measured from the date when a researcher obtained the degree
entitling him/her to embark on a doctorate, either in the country in
which the degree was obtained or in the country in which the researcher
is recruited, even if a doctorate was never started or envisaged.

推 fieed: 你可能誤會薪水的部分。裡面只有living cost and mobility
→ fieed:  allowance是給你的，其他都是給institute。而給你的部分，
→ fieed: 還要扣稅，所以實際拿到一個月應該是十萬出頭。
推 fieed: 剛剛看了一下，雜七雜八繳完大概剩下66%。
推 fieed: 有家庭的，申請EMBO會比較有利，因為每一胎年薪最多加到快

推 xcycl: IF 德國的薪資就差不多 TVL-13 標準，並沒有特別多
推 xcycl: 德國稅率約 40% 多，但社會福利不少有小孩可以申請兒童津貼
