Thank you for your email.

Your friend is wrong on this instance. If player A bets 50, and player B
moves all in with 70, you can still raise to anything over 70, and there
will be a side pot between you and player A, if player A decides to call.

The situation where you are not able to raise, is when you raise to 50,
player A calls, and player B raises to 70 and is all-in. In such a
situation, you will only be able to call 70 and not reraise.
