我也覺得不符合比例原則耶。
站內信違規，處罰單。
罰單效果：斷線，一般看板不得張貼文章，不得進入使用者名單。
有沒有限制信箱功能？沒有！
再來檢查比例原則三步驟：
有效性 (適當性)：(罰單) 是否有助於目的 (制止不當信件) 達成？
顯然沒有。因為收完罰單後可以寄了又寄再罰再寄，根本無效。
連第一步都過不了，甚麼必要性、衡平性都不必再檢查了。
所以我主張不當站內信至少處停權以上處分 (也就是關ABCDE)。
並且，與申訴無關的看板，如 PttLawSug、SYSOP 一併設定水桶 (禁言)。
