題外話：我的老師就說過，法學不是國文課在說文解字，不能隨便字面解釋喔。
沒有人說要完全一樣，因此難民署才提供下面幾個判斷標準。
而且1D 1E 1F你依舊要解釋為如何適用，特別是1E。
其中聯合國難民署認為要符合以下條件：
a) whether the person has been granted secure residence in the
country concerned including the right to return to and re-enter
that country;
b) whether, with the exception of minor divergences, the person
basically has the same civil, political, economic, social and
cultural rights as well as obligations as nationals;
c) whether in particular the person is fully protected against
deportation and expulsion;
d) the current and future availability and effectiveness of this
status in practice;
e) whether, if outside the above-mentioned country, the person has
a well-founded fear of being persecuted there.
何不如你就這幾點去解釋呢？
