by作介系詞一般有以下幾個情況：
1. by + 時間名詞：表示「在...之前」，往往比較常跟完成式連用。
Ex. I have found at least two mistakes on your paper by now.
Ex. I will have moved to Tainan by next year.
Ex. By the time we arrived, he had already left.
2. by + 地方名詞：表示「在...旁邊/周圍」，意思近似於beside/around。
Ex. I'd like a table by the window so that I can overlook the whole city.
3. by可以表示「差額」，常常形成以下片語：
little by little = step by step 慢慢地
4. by可以表示「完全藉由」。
Ex. A man is known by the company he keeps.(觀其友，知其人。)
所以你這題不適合放by，因為後面接的不是時間名詞。
: (2)be subject to 只能加 ving 而 be subjected to 加 名詞嗎?
: 還是兩者都可以加ving和名詞呢?
這裡的to當介系詞，原則上N或Ving，都可以，端看語意。

: "be liable to do / -ing " 是指to 後面加ving嗎?但為甚麼do卻是原型呢?

根據Oxford牛津高階英漢字典敘述：liable的to基本上可以當介詞，也能當不定詞。
Ex. We're all liable to make mistakes when we're tired.
Ex. You are more liable to injury if you exercise infrequently.
