這題目應該在文法解題裡面還算挺經典的，今天沒時間講觀念，我直接講結論：
*. 有關「要求、命令、堅持、建議」的相關動詞，其後接that子句作受詞，that句都有
一個助動詞should可以省略。
此類動詞常見的有：
demand, command, order, insist
propose, suggest, ask, urge
request, require
Ex. She asked/insisted that the plan (should) be re-organized.
所以你這裡的空格前面省了should，所以要用原型動詞。
類似句型還有：
--> It is/was + 重要類的adj + that + S (+ should) + Vr...
這種形容詞常見的有：
important, significant, essential, vital, desperate...
