這題不好意思，我真心覺得沒有答案。應該是書本闕誤。
副詞子句有一個關鍵文法觀念：表示「時間」或是「條件」的副詞子句，要用「現在式」
代替「未來式」。
Ex. I will be sleeping [when you come home].
Ex. Finish your homework [before you go to bed].
Ex. I won't leave [until he comes back].
Ex. [If it rains tomorrow], I would stay home.
只是要注意：在if/when的情況，如果不是副詞子句，而是名詞子句，就不受這限制。
Ex. Please let me know [if you will come to the party tonight].
Ex. Do you know [when your father will return this evening]?
所以如果要對，你這題要改成：
Applicants must pass a background check before they are considered for
employment.
或者：
Applicants must pass a background check and then they will be considered for
employment.
